Alamine Ousman Mey the Ministry of Finance explained that having Ministers Chairman of the Board of Directors makes it possible to better monitor the implementation of public missions.
The MPs of the Social Democratic Front (Sdf) gathered around Joseph Mbah Ndam, the deputy speaker of the National Assembly, were clear that they no longer wish to see ministers accumulate office functions including being chairman of the board, (COB). It must be said that yesterday this chamber of parliament was to adopt in plenary the draft law on the general status of public enterprises and the draft law on the general status of public establishments. The above-mentioned texts were examined by the Committee on Economic Affairs, Programming and Regional Planning. They were defended by Alamine Ousman Mey Minister of Finance (Minfi).
The daily Mutations, published on 23 June 2017, said that in addition to the questioning of the Minifi by the MPs on the question of the accumulation of functions of parliamentarians and possibly members of the Constitutional Council in application of the provisions of Article 59 of the draft under consideration which talks of incompatibilities as Chairman of the Board of Directors, there was also the case of Ministers who occupy this post which has been put on the table of discussions. Reacting to the situation of the Ministers, Alamine Ousman Mey on the case of public establishments explained that it was “a delegation of public missions which does not exclude the possibility for a Minister to be Administration in order to monitor its implementation “.
However, MPs suggested that the Government should provide for independent external audits to be carried out by private firms.
