Cameroon – Management: A year after the decree of the President of the Republic, mayors are still without salaries

After claiming for several years, mayors have been successful. On September 16, 2015, Paul Biya signed a decree instituting compensation for municipal magistrates and their assistants. The text of the President of the Republic shall establish the respective amounts of 400 000 FCFA for Government delegates, 250,000 FCFA for Mayors and 150 000 FCFA for their assistants.

A year later, the application of this text is not effective. Mayors are not always paid. Accordingly, mentions La Nouvelle Expression (LNE) on newsstands this September 15, 2016, “council employees on strike (as was the case recently in the Douala 3rd council) are common.

Job Théophile Kwapnang, the Mayor of Douala 3rd met by the newspaper exposes his situation. It is difficult, he said, to “put fuel in their service vehicles. We suffer enormously. Nothing is done so far for the presidential text to be respected. A month ago, we were seized by the guardianship namely the S.D.O. He asked us to complete our records to receive salaries.

The latter said not to understand what’s blocking: “We learn from him that what blocks, is the certificate of non-cumulative positions imposed to mayors. Yet not everyone is affected by this document. We who are private never had Regimental the Public Service. In other words, there is no reason for us to be stuck in the same way as those delegates, mayors or deputies who already have a registration in the Public Service or who accumulate functions in the administration.

LNE said that the presidential decree in its Article 5, paragraph 1, states that the remuneration of municipal magistrates is supported by the General Staffing Decentralization registered in the state budget. This endowment has grown from 5 billion FCFA in 2015 to 10 billion FCFA in 2016. “Paragraph 2 states for its part that a joint decree of the Minister of regional and local authorities and the Minister of Finance specifies the modalities of liquidation, authorization and payment.

The problem is that the above-mentioned joint decree was never signed. In an article published July 4, 2016, Integration newspaper revealed that the two ministries do not agree on the management of the 3 billion CFA F budgeted for the cause.
